Moreover, the government can set up a unit solely in charge of 4.0 funding via financing or subsidy, etc. National Development Council proposed Industrial Innovation & Transformation Fund which is an appropriate source of funding. • To develop Industry 4.0, large enterprises can play a key role as the locomotive. The government can learn from Korean government to provide funding for large enterprises to develop Industry 4.0 and its key components. Meanwhile, the government can ask the big enterprises to co-invest with the government to help their satellite small-and- medium enterprises to build smart factories. • Taiwan “Productivity 4.0” are scheduled to invest 1.09 billion US dollars within 9 years. The South Korean government “Manufacturing I nnova t i on 3 . 0 ” a ims t o s t imu l a t e t he private sector to take the lead. However, the government also put into lots of investment. The government’s investment is predicted to be 830 million US dollars for the first 3 years. Taiwan’s government could consider to put into more resources in the early stage. The governmental 4.0 policy needs to catch up head on. The policy also needs to seize the good timing and implement thoroughly and continuously. • In recent years, Taiwan’s industrial development has not been successful to catch up with advanced countries. We should learn the way that Japanese information industry catch up with the U.S. counterpart head on, and adopt the most advanced method, Industry 4.0. • International industry 4.0 just took the initial developing steps. There are limited international policy resources devoted to Industry 4.0. Our government should grab the good timing and make all efforts to promote 4.0 so that Taiwan has a chance to lift its economic position. • The policy structure of “Productivity 4.0” looks fine; however, it should not simply look for novelty but also need to be done thoroughly and continuously.
