Small-and-medium enterprises must know clearly the status quo and quickly find their own positions and directions in the industrial value chain. They also should get ready to be connected. • Enterprises should not fight alone. They should form blocs and break the boundary among large and small enterprises. They can thus divide labor in the gang fight in international arena and can form international alliance with appropriate foreign enterprises for mutual benefits. d. It is urgent to develop software and key components in order to have a dominant position in the international markets. • The core of Industry 4.0 is software. The government policies in the past focused on hardware. Now it’s time to shift to software and put into more resources. Our government could learn from Korea that uses software industry as the driving innovative industry. Besides, the key components, such as sensor, driver, etc., can be the development targets. The software module and key components of Industry 4.0 still belong to the blue ocean market. The technological complexity in Industry 4.0 drastically increases. It is necessary to actively attract domestic and foreign talents to get into this fields. Meanwhile, the cross-domain training should be reinforced. • Industry 4.0 requires employees to have sufficient control capability of increasing complexity of production processes. The employees change from provider of services to controller and coordinator. They need to improve various professional skills, including simulation procedure and evaluation of alternative solutions. The conversion between robot and labor models in Japan and Germany are worth learning.
