124 2018 Yearbook • There is limited resource of Taiwan, hence it is not easy to develop advanced concepts and energy in technological research and development. Making progress by using Industry 4.0, the government should encourage domestic academic and research institutes to cooperate with European, American and Japanese universities as well as research institutes, and assist them to join the network of Industry 4.0 and the American, European and Japanese related supply chains. b. Enterprises should explore into the demands and then custom-made 4.0 upgrade solution and module development accordingly. They should also pay attention to the value of innovation. • Enterprises should explore the demand value from the user side which even clients are difficult to discover. Refined management, quality and cost management and other basics should be well-done. Then an enterprise should focus on its own conditions and development targets to setup the 4.0 upgrade plan. In the upgrading process, there should be continuous reviews and revisions. • Enterprises could initiate from specific functions such as supply chain management or enterprise resource plan, or from specific procedures such as R&D, production or logistics to conduct upgrade. It is not necessary to implement 4.0 extensively from the beginning so as to control cost and reduce the risk of failure. • Chinese manufacturing industry 4.0 upgrade depends on innovation. Korea also combines enterprise innovation with industry 4.0. Enterprises need to unceasingly innovate so as to make effective 4.0. c. Enterprises should come together and help each other to transform. They need to engage in gang fight in international arena and also need international cooperation • Taiwan’s small-and-medium enterprises’ advantages of flexible manufacturing need to make prompt transformation in the face of the Industry 4.0.
