Moreover, the government should reinforce the 4.0 strategy review and guidance, actively provide enterprises with diagnosis, approaches and consultations on domestic and foreign resources. Furthermore, the government should provide positive and negative case studies as well as empathic learning opportunities. The government can provide platform services at Bureau of Productivity 4.0 to build numerous professional 4.0 service teams. China Productivity Center, Industrial Development Bureau, Industrial Technology Research Institute, universities and colleges, Institute for Information Industry, etc. can jointly organize alliance teams. • The government can adopt strategic methods on supply side, demand side and effective incentives. Supply side: To train a large manufacturer as the central plant to integrate its satellite factories, whose precision and production capacity should be upgrade as well. The demand side: considering information technology industry, large system-integrated firms can integrate software and hardware companies to go abroad to establish 4.0 factory for clients. This will also bring tremendous business opportunities for domestic software and hardware companies. Effective incentives: To encourage manufacturers to move towards 4.0 via the equipment investment tax credit. However, if the profit therein is not high, the incentive is not effective. Japan subsidizes frontier equipment up to 50%, and has the best incentive effect. • To promote industrial cooperation in advanced area, especially introducing the 4.0 frontier technology, the government should assist enterprises to merge with overseas companies or cooperate with foreign companies. National Development Council proposes “Troika to Encourage Private Investment” (6). National-level investment company is the appropriate organization that the government provides the assistance.
