In the end of August 2016, it was finalized, keeping the essentials of policy goals and related promoting policies of Intelligent Machinery, Asia and Silicon Valley and New Agriculture, etc.. New Productivity 4.0 Initiative in intelligent machinery area is to use intelligent technology to overturn the production and service methods of precision mechanic industry. This will decrease the pressure from the labor force structure change, increase the productivity substantially, and create new momentum for industrial growth. Coordinated with the industrial innovation policy of “Asia Silicon Valley” and “Business Service”, the new 4.0 initiative is based on customer demands as the core value, and applies the technology of IoT, big data and intelligent automation to integrate the current hardware and software capacity in Taiwan. Together with innovative teams, it carries out autonomous research and promote innovative logistic channel and consumer service mode. Moreover, domestic business service upgrade and transformation can be accelerated, and the scale of service export can be enlarged. D. Suggestions a. The government should actively carry out and promote Industry 4.0 and continue its momentum, including propagation, guidance and support for national team, and enterprises and academics to strengthen R&D as well as internationalization. • Taiwan is a follower in Productivity 4.0. There is still a technology gap from advanced countries adopting Industry 4.0. This makes small-and- medium enterprises difficult to start, and large enterprises difficult to catch up with the level of advanced countries. Therefore, it is important for the government to continue its promotion on Industry 4.0 so as to maintain the momentum. • Through communications among the industry, the government, the academics and the research institutes, the government should formulate clear concepts and concrete measures as the standard for the industries to follow. Furthermore, the government should obtain the support of high-level decision makers in the enterprises to ensure their internal consensus.
