In face of the danger that developing countries take away its markets as well as resource consumption, pollution emission and other problems, the Chinese government is doing its best to march into the strong industrial countries. • “Made in China 2025” features intelligent manufacturing in deep integration between information and industrialization. • Most of Chinese industry stays at the stage of 2.0. Many enterprises use internet technology to predict malfunctions and provide after-sales services, etc. and march towards Industry 4.0. • According to the report of International Federation of Robotics (IFR), in 2016, the sales amount of Chinese industrial robots was 90,000 units, at the annual growth rate 31%, well above the global average growth rate of 14%. • The decade-long action guidelines of “Made in China 2025” include five major constructions and ten major fields, and also indicate the technology blueprint , clearly pointing out the development directions and targets. Rolling amendments are executed every two years. • In December 2016, Ministry of Industry and Information Technology as well as Ministry of Finance formulated more concrete development strategy guideline documents, Intelligent Manufacturing Development Plan (2016-2020), in order to reach the targets of“Made in China 2025”. • The government provides guarantees for the execution of Intelligent Manufacturing Application and Development Policy. • Germany is the main cooperating partner of China to import advanced intelligent manufacturing. In July 2016, Ministry of Industry and Information Technology selected 15 demonstration items for the China-Germany Cooperation Plan. Korea • Korea faces the declining profits and sluggish growth of industries. The government actively promotes a national transformation, with the focus on the“New Growth Momentum” policy. Hopefully, the traditional enterprises can cooperate with information and communication industry to achieve the goal. • “Manufacturing Innovation 3.0” is to combine software and hardware so as to develop new industries. • Ministry of Trade, Industry and Energy commissioned Samsung to carry out R&D on intelligent robots and key components. It also sponsors small-and- medium enterprises to build smart factories. • “Manufacturing Innovation 3.0” is planned to build 10,000 smart factories before 2020. The plan will establish conditions to attract international innovation talents and advanced enterprises. Moreover, progressive method will be applied to support large- scale enterprises and drive small-and- medium enterprises to enter the Industry 4.0. stage.
